You'd only have this impression if you haven't read much of the manga or just forget everything you read. Luffy never had that look outside of being rendered unconscious by a physical attack so it goes to show you how everything around him fell apart in that moment.

It doesn't bother most people. But there is a balance that needs to be struck when showing a character with emotional weakness. In the case of Deku, it was 100% a mistake to show him being weak and crying all of the time before he received OFA. Now his character development feels completely fake and undeserved, him acting cool or confident is simply the result of him getting the strongest quirk in the series, not because he legitimately grew as a person.

It is bad because the characterization was bad, Deku wasn't simpatetic, he was a whiny faggot, even Hori said he wonders why he made Deku so bland.

You'd have to look for any scene where any character regardless of gender ugly cries. Crying in general has its purposes, but it has to be attractive or people will make fun of the person and never take it seriously. Full on wrinkled snot red eyed crying is rare if it's not used for a gag; you usually see the cutesy stream, a shadowed face and a quivered lip, or that blush and cry to make the character look attractive yet vulverable.
