this guy's got it. it is hard to find good horror regardless of the medium of choice. whats the last book/show/movie you got through that actually scared you?
First you would need like the best group of animators in existence, and this doesn't even meet the criteria it requires but is the less for it to work, then they need a good director, regarldess of how shit Another was, whoever was the director did a pretty good job with the setting, the entire scenery made it feel like something was going to jump at the screen at any time, yet nothing ever did, that's good directing/visual directing or whatever is called, then they need an OST that actually fit the horror genre which I cannot even think about, is like you are watching something that is supposed to be scary and then LALALALU YOUR LOVE WAS LIKE A STRAWBERRY, simply no, finally a good writer, a good script is needed, Mayoiga had potential for the first set of episodes but then just no, what the fuck they were thinking.
Bottom line is just impossible.
There are some that are pretty good, try watching REC, is a spanish movie so you need to find subs for it.

People would of course disagree and they are correct, subjectively because plenty of Ito's horrors are designed for specific phobias and would not work on ordinary folks

Welcome to the NHK is scary. 7 years ago when I first watched it, it was scary because there is a possibility I could end up that way. Now, I am living that life, minus a Misaki of my own knocking on my door.
Not OP but I'd go Event Horizon, then decided to read some creepy pastas and ended up having a panic attack huddled in a corner when I walked past a mirror.
The main problem with horror is its hard to pull off without resorting to /fightflight response tactics (jump scares etc) while at the same time trying to come up with something that isn't relying on the primal response to viscera (gore). Anime has a hard problem because its clearly not real. What I mean by this is that we know when something is "fake" whether its games, shows or other mediums. Now to many lurkers here and on other boards, some things which are real (history, GIFS, wbems) may have desensitized things but to a normie, things which are clearly real; especially visceral will evoke a clear reaction of "horror" and anime just can't get on that level. Live action might help but it would still come into the same issues.
A better alternative would be to work on a feeling of dread after veiwing, maybe its a concept or a lurking possible phobia but as long as it continues to affect the watchers thoughts after the show then that could be a more successful avenue in regards to incorporating fear elements into anime.

But most fishes in Gyo are small and completely harmless if you are immune to the infection
The best you can hope for is disturbing or thrilling. But there are some pretty good horror anime that do that.
horror is a recreational emotion and so you have to allow yourself to recreationally enjoy it

Inland Empire. Lynch is a genius of horror, I have never seen anyone on his level when it comes to terrifying stuff.
I thought Saya no Uta and Higurashi were scary. Especially book 1 and 2 of Higurashi. The Mion crawling out from under the bed still frightens me. I also started crying after two minutes of Saya no Uta because it was so sad and spooky.

I've always genuinely been way more scared or disgusted by stories that aren't meant to be of the horror genre than by actual horror stories.
My first guess would be that while you are prepared for a horror story, you can't really be prepared for a story that becomes horror. It's like you're thrown into something without your consent, in a way.

John carpenters the thing when I first watched it. Black Christmas (the original 1970s). Find good horror outside of anime is a lot easier imo.
The TV format isn't the best, you are not going to be scared in 20 min. once a week.
It could work in movies or OVA's, but that wasn't particularly explored for some reason.
Still, there's quite horrifying manga.
The problem is that your brain knows that what you are watching is 2D. This takes a substantial part of your sense of danger.
Manga probably does a better job because the lack of movement makes your brain fill in the void, thus creating a scary mood in an easier way.
