I don't think you understand how dangerously overpowered this ability would be if anything L should have had the entire international intelligence community backing him not just the Japanese police force. It's like someone having access to their own private ICBM only far worse. Light didn't outsmart L, he only managed to kill him using a wildcard that he had at his disposal. Luckily L also had a backup plan in case he were to die so he won in the end.
