This is garbage nonsense, and "will they or won't they?" is a completely uninteresting dynamic because it becomes retroactively stupid they minute they do (they always will). Once characters are in a relationship, they start to learn about each other and the opportunities for growth, changing character dynamics, new experiences, and personal revelations are endless.

The real reasons are
1. 2. Shakespeare, who taught us that the only proper conclusions to any character arc are "dead" or "married"
3. and the fact that shippers just shit money into their favorite properties while people who enjoy a good story well-told rarely buy all the merch, so it's in commercial writers' interest to target the shippers rather than the sophisticates.

Start reading VNs user as that is where you get to see the relationship go past the confession and first kiss. You can even get to choose what girl you want to "win" in a lot of cases.

Shippers tend to be some of the most devoted/insane fans, so teasing multiple romances is a good way to milk them dry
