Bang Zoom, but they don't own the rights to it they were just commissioned directly by TMS to make an english version that originally wasn't even for America. They've also commissioned english dubs for Crimson Love Letter and Zero the Enforcer, those plus this special have been shown last year at anime cons.

I don't understand why they took a dub for people where English is a second language and brought it to America to be the official release.

It was official when they gave it to Asia, and the dub is passable enough to give to America since it didn't have an ongoing dub and Funimation lost the license a year or two ago. The problem is just the literal translation and the voices not being that great, but the casual dub watcher won't really care it's on par with a lot of current dubs.
