Maybe the genocide part of Eren's plan was something he learned as recently as everyone else?
He seemed pretty confident and in control when he arrested Yelena and co and then tried to execute them. What happened that Floch now agrees with Kiyomi about how genocide will not solve their problems? He was all hyped about an empire and now he's all stoic after he stopped being smug.
That's the thing, though: all the times we saw him raving about muh new Empire was before Eren's PSA announcement. Yelena and the volunteers not being trustworthy was apparently part of what he already knew and we know from prior chapters that he has no issues boasting and hyping himself and the Yeagerist cause up to assert dominance (even going as far as telling lies like claiming LH were killed by his men), but he wouldn't have much reason to admit to have started questioning Eren's plan if he had known its full extent for 10 months and was so enthusiastic and zealous about it the whole time before that convo with Kiyomi. That just makes me curious about what it is that Eren told him and what it is that he didn't.
It's impossible to eliminate conflict from human society. Floch's desire to create a Paradis without strife cannot be achieved. That said, killing and/or exiling one's enemies absolutely does lead to greater intellectual homogeneity within one particular country's borders. Isayama is in fact a big faggot for implying that the frequency of conflict wouldn't be reduced.
Floch is talking about the new hierarchy when the rest of the world is gone. He is already considering the future conflicts that will arise after Eren succeeds

Gabi was in an audience including world military leaders that just gave uproarious approval to Willy Tybur's declaration of a war of extermination for Paradis Eldians. The Eldian that was specifically named then killed Willy and leaped into the crowd. Eren and the inhabitants of Shiganshina/Maria had no idea why they were being swarmed by man eating titans and were wholly unprepared to fight back. Are these details trivial?

Gabi is weird here. She is parallel of both Eren and Sasha. She is usually used to sympathize for the Marleyan side as that childish kid who don’t understand like Eren, but, beside that, she is usually compare to Sasha especially when she understood that both side are the same. Even if Eren could use the Founding Titan's powers to make it so Eldians could never harm each other again he probably wouldn't because that would be too strict a limitation on their freedom and would dehumanize them.
