CPs are first page because of the way they "pop out" so that the reader could be attracted while skimming through the mag and give it a shot, so you don't want it to be in the middle or at the end. It's all just promotion anyways, it doesn't matter.
Plus you guys need to remember: CPs are not in color in the volumes. So giving it to an important page can be a double-edged sword, it can end up being very weird in the volume.
Lastly...that's a spread, not a single page. So it'd be even trickier.
