It's not the fact that Deku has been a consistent milquetoast that's annoying, it's that his peers are maturing faster than he is. There's not a lot of thinking outside the box from Deku's end and he's not a simple idiot changing a complicated world like Naruto or Luffy. He's still just the dude who inherited Superman's power while having a glass body, his autistic internal monologues about his overthinking should be elaborated as a character trait but instead it's just a running gag.
