Shiggy also isn't supposed to make sense as an organic character. Shiggy didn't choose to be what he is, he didn't come to be this way out of his own circumstances or ideals, he was intentionally turned into what he is by AFO as a kind of final 'fuck you' to Allmight and the world. Shiggy is basically a dog that has been beaten and abused into attacking everything around him on purpose, and AFO might very well have used varying degrees of mind control to do it. He certainly had plenty of opportunity.
