My entry rule is: if a girl and a guy did this, everyone would think it's hinting at romance. If two guys did this, everyone would stop watching because it's fujoshit. But some people's bar for yuri is that it has to go further than most dedicated romance anime go, even when the romantic elements are purely in the background like most anime of its genre. Even your average harem anime doesn't get a kiss or confession. Why expect it from a dedicated action show? Though a few up there actually had those and here you are still saying that's "not true yuri".
