Well you don't strictly need a catalyst to summon a Servant, just if you want to get a specific Heroic Spirit as your Servant.

Typical bad Nasu writing. The story starts off by giving the minimum amount of informations possible, or even outright wrong things (example: Saber is the strongest servant) in order to surprise and subvert later on, at the cost of making even the characters act like retards who don't know things that they should.

Reasonable enough in this case though... her magic tutor is the dude who killed her father and doesn't have her best interests at heart, and the Holy Grail War isn't an especially well-known thing even amongst magicians. Also if you think people in general, including people who ought to know better, don't act like fucking idiots then you don't understand people.

She knew she needed a catalyst, she just wasn't able to obtain one. Items that held importance to legendary people aren't exactly easy to find. So she tried summoning anyway. She had nothing to lose by trying.

It's either stated or implied that those in the previous war that did use catalysts went to some lengths to get them. Except Waver who stole his, but that's still a very rare opportunity.

You know, it occurs to me to wonder if a 'catalyst' might not necessarily need to be an actual physical object associated with them in life, but something more symbolic or metaphorical might do the job too. In which case something that has some metaphorical connection to some Heroic Spirit or other that happened to be in the vicinity might act as one; kind of like lightning will probably hit the nearest convenient conductor that sticks up a bit more than anything else nearby. Like it can't be a coincidence that the dude about to murder a child got Gilles de Rais as opposed to any other possibility.

It also occurs to me to wonder what would happen if two Masters tried to summon the same Heroic Spirit with different relics associated with them.

Whoever summoned first would get the hero, the second might get someone associated with them, or them in a weaker class.
