Apostles can't oppose The God Hand, see Ganishka who was doing what they wanted from the very beginning, if Guts became an apostle it would mean the ending of the story and Guts would be a slave for all eternity.
Also Guts using a behelit opposes so many of the themes Miura has been developing for the last 30 years and it would be shit writting.
