Nah, that debate can be rendered moot if you consider that a computer is a circuit we know completely, we built it after all, so we know a computer can't do much other than interract with various peripherals, read and write to memory and do some maths.
This is different from the human spirit which is able to imagine and dream, to create fictional worlds, to imagine a woman in his arms, etc. This can't be replicated by a machine.

And if I remember correctly, his motivation for fighting Goku at the Budokai Tenkaichi revolved around getting revenge for Goku killing Sr. But when the Android saga came along Piccolo was suddenly Sr.'s reincarnation and Kami considers Piccolo Jr. to be the same person as Sr.
Piccolo grew to be a different person for sure but when he was born he may not have had the memories but he definitely had Demon King Piccolo's will embedded in him.
