There's usually not enough time to get creative. If you're chased by very strict deadlines, drawing the same pseudo-European house you've done a million times already is much easier than trying to gather various references and try to experiment with what looks the best.
It's not that it's impossible, though. Fantasy Yosuba (Mori no Kamisama) made all sorts of weird, but nice backgrounds. Though they intentionally did so to preserve manga's style, and at least a portion of the staff was foreign.
Rokka no Yuusha is another example. The LN didn't explicitly say what sort of fantasy-land they lived in, so someone on the staff suggested fanatsy mesopotamia... and so they did just that. And then sold next to no BDs, anyway.
