I mean, Evangelion is absolutely overrated and loved by people that haven't watched one arthouse movie on their entire lives but want to appear intellectual, so it's a low hanging fruit.
that being said, I'd say that there are some animes/mangas that have their own merits and originality, I'd say Texhnolyze is a great take on the post-apocalyptic bleak world trope. Pretty much anything made by Satoshi Kon has been plagiarized by Hollywood. Hunter x Hunter has it's moments from time to time trying to distance itself from the shonen genre.
That being said, most good anime and manga borrow stuff from explored media, it's either the Hero's Journey in shonen or some detective noir story in the more "cerebral" ones (Monster, Death's Note, whatever). You can't make Turin's Horse as an anime for instance.
It might be because you can make "cheap" movies whose only purpose is to be artistic (even some expensive ones, Stalker was a hassle to direct and produce, Apocalypse Now also has a troubled production), but you can't make a cheap anime due to studio pressure and corporate being more cut throat than before.
