Western cartoons are more stylized with weird proportions that are easier to distinguish by their silhouette or unique design so even if they're supposed to be attractive, they don't actually make your dick go doki doki. Japanese artists often try to draw less stylized characters that try to be more accurate to actual human anatomy even if some aspects like breasts are sometimes out of proportion, so you can more readily recognize it as a potential mate.
