No, it was said they took a lot of extra trouble to make that nomu as physically powerful as AM. if it was simply a matter of giving it the right quirk combo they could make all the Nomu that strong. they don't use up quirks when they give them to a nomu, which is why so many nomu share quirks(such as rapid regen)

By that logic, why don't they give every nomu every quirk? Probably they can only give nomu a certain amount of quirks for them to still be functional, so other nomu aren't as strong because rather than giving them as many strength quirks they give them other things, or those nomu aren't strong enough bases to handle as many quirks.

His only display of strength was simply blocking AM's hits, which again can easily be achieved via several different quirks. it eve3n specifically showed how he was using a quirk to deflect the power of AM's blows back at him

The quirk he used to deflect all mights power was impact reversal, when he used that all mights flew back damaged (it was when he punched gran torino). Before that happened we see afo physically clash with all might. If he used impact reversal here all might would be pushed back more brutally because all his force would double back at him.
