I haven’t played any of the Rance games but from what I’ve gathered he seems to be some enormously OP Gary Stue who’s like a parody of “can’t beat the dick” with his rape powers.

Hes not powerfull he just live on a world with video game levels (because is a video game) but everyone have a hard-cap decided at birth, Rance doesn't have this cap so he can in theory reach something like 999, while the average soldier reach something like level 40, stat wises he got strengh above all stats and his only skill is a powerfull sword skill.
only thing that is OP about him is his insane luck
