It is not explained. Big part of the way RE:Zero is presented is not revealing too much to the viewer. Basically we know only just a bit more than MC and that's about it, i.e. line about leaving only casualties (read corpses) and people who gluttony munched on but beyond that no explanation is presented in this or previous season.

Season 2 is adapting Arc 4 (Which is like 600,000 words long in the WN) So at the bare minimum there's like Five seasons left to ago if the anime follows the series from the beginning to end.
