MS paint is pretty damn good, As long as you treat it like a proper medium and work hard there's no reason to switch.
However, if you ever want something different there is always pencil and paper. Pencil and paper are how most anime are made to this day, great and proven tools, All you need are cheap pencils and printer paper and you are set.
