Not in the GNR sense, no. Unit 13 is an "Adams survivor", i.e. made from the flesh of (an) Adam. It absorbs a S2-Engine from the 12th Angel. It has Kaworu (Adam's soul) inside. It's merely reversion to being a Seed, which while very powerful, do not possess the unlimited power to do whatever they want. It's not known why Kaworu thought two Lances of Longinus were insufficient for what he wanted to achieve, but it's possible he was actually wrong and it would have worked just fine. Gendo expected the events of 3.33 to play out as they did and Kaworu admits he was outplayed. He was surprised at the Doors of Guf opening, so it stands to reason that the Spear of Cassius (probably Lilith's Longinus equivalent, not lost in this version of the setting) would not have opened it. Why the Doors of Guf opening is bad is also unknown, but the GUFO may be involved.
Anyways, Gendo won. Unit 13 is now practically fully Adam. Unit 01 is partially Lilith (Rei/Lilith's soul was trapped in it at the end of 2.22). One would expect a god-like being to emerge from their fusion.

Unit 00 is the prototype and unit 01 is the tezt type. Unit 02 is the first production model so that makes it a Mk.1, and for everything after that the Mark number denotes how far beyond that it is R&D wise.
