As the story progressed, the more convoluted it became.
its only redeeming point was cute shotas.
everything else wasn't bad, it was just forgettable. Also that final scene copypasted in every episode was an absolute hack.
Focused too much on the absolutely abysmal protagonist and useless cops.

It was just very gay and nothing else.
Nothing except Kazuki became too boring after his issues got solved.
It came out the same season as Kimetsu no Yaiba.
Recency bias
Some people like pretend the show didn't work out for Ikuhara but it actually got loads of attension and press for him. Unlike Yuri Kuma which no one cared.
Absolutely nothing

Nothing really. You could argue that its short length was an issue, and, certainly, 1 cour series don't always mesh with Ikuhara's style of storytelling that well but that's not really as much of a problem as long as the work's ideas are still communicated. Hell, Yurikuma's biggest issue wasn't even its short length. As an aside, seeing Tatsuya Oishi's design sense bleed into Ikuhara's visual lexicon the more he collaborates with Takeuchi is amusing and made Sarazanmai more than worth watching for me.
Keep in mind that recency bias is a thing. Sarazanmai has been plenty popular but the most important determining factor of its success is whether it stands the test of time in the eyes of the anime viewing public.
Way too short.
A lot of the character interactions didnt make sense. They barely knew each other and we barly saw them hanging out and then they had these deep emotional bonds with each other.
Needed a bit slower pace.
I think you meant Penguindrum. But Utena is still the best.

Set the bar too high with Utena, Ikuhara has gradually gotten worse with every show since.
The "villain of the week" approach was a bad idea because every episode ended up being structured the exact same way and with more or less identical animation. Individual episodes needed more variety.
