I'm not directly comparing artists, but there have been a lot of artists in the west getting pretty talented. Look at timbougami or reqiuemdusk. And that's not getting to chinese/korean/taiwanese artists, who are frequently insanely good. A lot of your mobage wives are designed by them now.
