Kanjuro as a bad guy is obviously still an act. He's conflicted and at some point he'll turn around, completing the Scabbards. Orochi's death solidifies this.

Cutting off someone's head is the only way to make sure they are dead though. It's the more decissive wound outside maybe shooting his head that would be a clear kill. Everything else would be easy to make excuses to why they'd survive.
