Because oda is a normie and doesn't realize that a strong lower body contributes to a persons overall strength more than anyone would like to admit.
It's the curse of the times past body builder aesthetic with practically un trained or non existent legs and mid section and over inflated chest, shoulders and arms.

What kind of relationship could Kaido possibly have with King? Everything we've seen from Kaido indicates him as a angry depressed drunk that's perfectly willing to kill a guy who's been his friendly ally for decades on a whim, at a party, without warning, and values strength above anything like crew cohesion to the extent that he tried to hit up Ashura to join his crew after he just fought Jack. Meanwhile, King explicitly refused to leave the Beast Pirates when Big Mom asked him to and him just lending out his sword for Kaido to use casually is sign of explicit trust, and he even impersonated Kaido to get the Flying Six all in one room and Kaido didn't give a shit.

Kaido has little legs because he flies around in dragon form everywhere. Jack has little legs because he's a giant grouper fishman, those are big boys. Queen has little legs because if he's actually to the point where he's kicking anyone he's probably in zoan form, where his biggest asset is his sheer size

This argument is just nonsense. The majority of the cast don't look anything like blackbeard Luffy or zoro.

Given that Doflamingo was a vital part of Kaido's operation it makes sense that he didn't want to beat him.

Kaido's legs are noticeably different from other giants like Hajrudin with normal legs, it's because Kaido's an oni not a giant.
