Having any sort of motivation is better than not having one at all. It's like how people realize that Harry Potter is an incredibly unambitious protagonist that gets thrown into duty without any real drive. Would you like a protagonist that was satisfied with current events and has no reason to seek anything?

This isn't the Hero's journey, plebbitor. Hero's journey isn't about being the best, it's about saving your village. And you have to descend to the underworld aka leave your familiar setting to do it. Be the best manga do the opposite, the MC always grows up hearing about how great the big dick hokage is and wants to be one, and they progress through a fully mapped out understandable system to do it, whether it's the grand line or the ninja villages or what have you. There's never a moment when they're confronted with something they truly don't understand.

There's a huge amount of space between "I wanna be the best" and "I don't want to do anything". There's all kinds of other reasons to do things. What about trying to save your girlfriend from thugs? Why can't we have that sort of thing every once in awhile?

While I certainly agree you need to have the hero be motivated having it be I JUST WANNA BE THE BEST X isn't really a goal. Whatever happened to "I WANT TO BE ALIVE AGAIN" or having to deal with a new responsibility due to the power you gained or even just saving your girl. Obviously having strength purely for the sake of strength isn't the most interesting goal, but it's one that allows for a constant motivation. Usually they might find a much more significant purpose or objective along the way, like saving the world from being destroyed or ruled by some evil person, but if we're starting out it's useful.

Where do you go from being the best? It's a vague nowhere goal that doesn't really set the hero apart from anyone who wants to be the best. Why should we care about if our hero is the best when thousands of others have the same goal? Your hero needs a personal stake of objective beyond ambition which is frankly usually just shonen ego.

Saving your girl doesn't have to be the main or final objective but objectives can be malleable. Flame of Recca started out as a kid who just wanted to save his girl who eventually got caught up in a century long grudge between enemies as he has to explore the mystery of his past and powers. He doesn't just want to be the best ninja.
