It's Japanese phonology being unable to replicate the pronunciation of 可 (ke) due to its lack of a sound for the IPA vowel 'ə' (in case it doesn't display, it's the E in concErt).
As stupid of a romanization as 'Tan KuuKuu' is, I don't think you can do that much better.

As far as I know, Shanghainese has kept the full distinction between (for example) /d, t, tʰ/ present in Wu dialects. I really don't see a reason to turn the D in her surname into a T in the Japanese.
Also, Tan Kuukuu is actually how the mandarin would be represented in Chinese. Tan is obviously the closest approximation of Tang and looking at the japanese wikipedia entry for Li Keqiang, Kuu seems to be the standard equivalent of Ke.
