Human reproduction has, compared to most species on the planet, a pretty low chance of sex resulting in pregnancy. There are many factors and I'm hardly an expert in the field so I won't go into it much, but at the very least there are times during a woman's menstrual cycle where getting pregnant is somewhere between astronomically unlikely and outright impossible.

None of that addresses that this trope was popularized in entertainment media at least as early as the 80's, and probably before that, well before Nisio was writing and possibly even alive, and well before Naruto even existed. It has been an incredibly popular trope to depict character development in female characters for literally 40 years.
The only thing Nisio's stories did was abuse the trope to the point that now everyone is only using the hair-cut trope, instead of other tropes like dumping their loser boyfriends, getting tattoos, dyeing their hair, wearing jeans instead of dresses/skirts, getting piercings in places other than their ears, etc. etc. etc. Hell, arguably the only reason Nisio abused the hair-cut trope and the only reason other people have latched onto it is because all of those other tropes from 40 years ago are so worn out and inaccurate in modern society that they wouldn't make sense to anyone.
