Practice drawing lines. Serious. You can develop a confident stroke. Beyond that, your tools have limited potential.

When I was 15 I was about that good-probably worse- and I just moved straight to digital art. Since then I've gotten much better, because my options and tools are better.

If you insist on sticking to paper, at least get some nicer tools, like fine tip pens.

Post some of your work. If you wish to improve, then you have to practice. Constantly. Set aside a few hours a day at least just to practice. Study anatomy. Study perspective. If you've got money and time, take art classes for that as well. Read books, do exercises. As I said, you have the opportunity; you must rip it free. You have the will, you must actually commit and spend time doing it. Ability is sadly the hardest part; you either have ability or not. Ability =! Talent. Talent is not something you're born with, but more an ease of learning something. Nobody is born naturally talented at drawing, but they do start to draw and then they get into it and commit and learn.

If you're desperate for money and can draw to any decent level, do furry commisions. You can make a few hundred bucks a week for very little o fyour time. If you do degenerate fetishes such as scat, diapers and so on, you can charge even more. This allows you to practice drawing and make money so you can keep practising.

Of course that means selling your 'soul' to such people but it's an option. Sadly drawing is a time thing and a practice thing. You won't improve without actually doing it. Stuff like writing can be improved by reading good works, but you get really good by writing. Same with drawing. Learn from books and videos and shit... but you gotta actually draw and keep doing it over and over.

Somebody once said to me you're a good artist when you can draw an amazing picture and you don't get a feeling of accomplishment from doing it. In other words, you no longer enjoy it despite reaching a good quality level.

Keep practicing and take lessons from somebody who is an artist and knows how to draw well, it will take years but at the end it will be worth it just don't despair.
