They're both morons when it comes to romance. Sakurai thinks that Uzaki isn't dropping enough hints for him, so despite him liking her, he doesn't do anything. Uzaki is just a dummy, because she's never questioned whether her notion of "just helping out a loner lolololol" actually holds weight anymore.

What we know for a fact:
* Sakurai doesn't feel he should make a move on Uzaki. Tldr: they are moronic romcom MCs. The main upside is that they are fairly straightforward and honest at least with their actions. If the series were more Western, I could literally imagine them having sex, getting married, and having kids while jumping through hoops to say that they don't like each "that much".
