Because Japanese people (especially ones who read VNs) aren't familiar with the western murder mystery genre that Umineko explores. Western readers were able to think "oh, so this is basically Agatha Cristie+Twin Peaks", but Japanese readers gave up immediately and spouted dumb shit like "uh... battler is the culprit?".
Ryukishi fucking up the second half and pandering to braindead shippers while insulting the readers who did appreciate the mystery burned all his bridges, too. And that's not even getting into how DEEN didn't even bother to take adapting the anime seriously, shoehorning Higurashi references, yandere faces and fanservice all over the place.
i don't even think 50 episodes would be enough to do umineko.

Umineko is R07's problem series. You have to take leaps and bounds of lunatic logic to twist Umineko into anything more than a loveless opera, but the music tries so damn hard to suggest it's something good. I suppose music, like everything else, is just another illusion.
Mystery is far more popular in Japan than in the West mate, people were able to pinpoint Kanon as the culprit from the first episode alone.

Because Umineko is a much bigger bitch to animate with how much it likes to misdirect the reader with a bunch of weird bullshit. Higurashi is much simpler in comparison.
Since no one did I'm going to give you the actual answer. Higurashi anime did really good, Umineko anime flopped. It's that simple. Higurashi is just more popular for the average jap. A Higurashi reboot is much more guaranteed to make money than something that already did bad.
Umineko is also way harder to adapt and its premise is much less instantly captivating than Higurashi's, but that's just extra stuff. The main reason is one will give you money and the other probably not.
I actually believe if Umineko Gold was an actual thing, we would've had an actual anime by now.

While I can understand not liking Umineko's solution to the mystery I kind of think people who have the biggest problems with it didn't really get a lot stuff before so it came out as way worse than it actually is. And I don't think R07 is 100% to blame for this.
Kanon and Shannon can do so many things like dying and then resurrecting or whatnot because they are literally fictional characters, even inside the bottle messages/forgeries/Sayo's life. While humans have to actually die in-story to be considered dead, and if you say Eva is dead then she has to be dead, Shannon and Kanon are just characters Yasu plays as. They are the same kind of entity as the stakes or the demons. Might sound contrived at first glance, but this is actually not very different than talking about fictional character's lives in real life. I can say talking about Umineko, "yeah, Kinzo died in 1983", and I would be saying the truth. But Kinzo doesn't actually exist. Still, my sentence isn't false for just that reason - I am referring to the fictional character Kinzo and his death inside his fictional universe, after all.
Since there a tons of clues for Kanon and Shannon not being real people since very early, and also about the fictional nature of the scenarios themselves, I don't think R07 is as much of a hack as many people think. Not because of a perfectly reasonably solution to the main mystery in universe.
