The HA has no means to force Wing to teach nen to anyone, and neither would they care, the HA style is to delegate the work to someone and just let him handle it however they want. That said, eventually someone would be crazy enough to teach them, and people like Hisoka just knew nen beforehand anyway, if you constantly get into fights it will eventually come up anyway.

I have never seen the originals so I can't say, but I was under the impression that black list hunters were only allowed to kill, well, blacklisted people, criminals and other people with bounties over their heads. It was useful for Hisoka because most of the people that he wants to kill is a wanted criminal like him. Also, the most important thing is the point raised during the Election Arc, that Hunters can hunt another Hunters. Hisoka isn't a guy that would be captured by the police anyway.
