Well first we have to objectively define world building. things world building is NOT >1.) Things to waste time, there are 7 generals with 7 subgenerals each you need to punch to thru. >2.) World building is lore design elements that allow the story to basically write itself, with fanfiction that feels canon due to a natural progression of the lore.
like I could go ahead and make up an island for one piece, Its got Giant Robots and Dinosaurs on it, and since theres nothing in the lore that says this isn't possible, the World building is shit.

Compare to say Terry Pratchetts Discworld. If I wanted to introduce a new element, the series is pretty specific on what i can and cannot implement. what feels like it could be part of the lore and what feels like it could not despite the author being dead and long disabled by alziemers.
Brandon Sanderson went extremely rigid with his world building, there are 16 powers (metals) of creation, destruction and balance....which are defined and can be combined for various effects.
but it doesn't need to be there. its just One Piece has Garbage world building, you can't think of any idea and just place it on a new island and fit it into the world. island of my little ponies, undersea island, space island, Cake island.

Not to mention that, despite having a completely unrestricted setting, the world of OP feels artificial, every arc and location has some relation to the strawhats, it's built around them rather than existing as separate beings with their own historical and social context that can fully function without their existence. They're even filled with enemies that are conveniently JUST strong or weak enough for the Strawhats to fight. He managed to make many islands a variation of "kingdom in the hands of evil guy, who has overthrown the rightful ruler and the SHs save the princess in distress and/or everyone else" with some different backdrop for each island. Truly lazy, but it makes sense that the man is burnt out, he's been chained to a desk for decades.

You’re a retard, the only arcs built around the crew are the arcs when they’re first introduced. Water 7 completely separate from them, thriller bark, skypea, fish man, wano, dressrosa. There’s only like three arcs which feature a “evil king” dressrosa Alabasta and maybe drum or skypea if you wanna stretch it. Skypea had enemies who weren’t at all difficult for the SH’s, saboady had enemies who demolished the SH’s. Same for thriller bark and long ring. Get some new fucking shit posts
