Koga is a very clear prodigal character whose been shown to have a LOT of potential, similar to Raian and Cosmo, except that these two characters got a head start in their martial arts training which is why Koga is nothing to them right now but if he trains more and more he could possibly be a match for Ohma. His power is growing and he's on the sidelines for now.

He's not a "jobber". That term's been beaten to death. Jobbers are characters that only exist to specifically get defeated and show off how powerful a character is. In all of Kengan, both Ashura and Omega, I'd say the character that fits the bill of being a jobber is Murobochi since he hasn't really had any concrete wins over the more powerful characters such as Akoya and Wakatsuki.
