The problem as you are describing is actually that Luffy has always been strong enough to defeat his opponents, the power ups are just unnecessary to the story. That Zoro doesn't really use Ashura is proof of this

I can sort of believe that Oda always planned for Conqueror’s Haki to be a thing (and it’s the one use of Haki which is actually a decent addition because fuck worthless mob fighting) but both Mantra and 5 Paths being Haki smells of bullshit. It doesn’t even make sense that Luffy and the gang could go so long through the story without encountering one person that could finally tell them “oh yeah, haki is a thing btw and literally everyone in the second half of the grandline uses it.” At least with Conqueror’s Haki it’s a natural gift that only 1 out of 1,000,000 people have, so it’s hardly unbelievable that it’s existence isn’t common knowledge.

That's retarded. If the whole Baroque Works storyline is one thing then the whole Kaido storyline can be one thing too, so you have 330 chapters and counting. Baroque Works is clearly divided into multiple small arcs with their own introductions, build-ups, climaxes, and epilogues. War saga also isn't one whole.
