This is one thing I'm surprised people don't understand about One Piece after all these years. Oda's artstyle exaggerates proportions and qualities of characters.
I see a lot of complaints about "x body proportion is unrealistic" and they all point back to this core fact, Oda doesn't go for realism, he goes for visual storytelling and cartoonish hyperbolic proportions.
Beautiful women have literal hourglass-shaped bodies. Fat people are circles. Muscular men have giant upper bodies and tiny legs. Skinny people are practically straight lines. Tall people are gargantuan. Ugly people are extremely ugly and usually have giant heads to emphasize their faces. It's all done on purpose as part of his artstyle.
I can understand if someone wants to criticize that as a concept/idea but the fact that so many people get it wrong and assume Oda is just bad with proportions or- even worse- art is unbelievable

Also to add onto this Oda does struggle with height consistency but that has nothing to do with proportions
