Jotaro did nothing positive for the story, all he did was constantly remind us about how everyone was weaker than in the last 3 parts and how the stakes are lower than before

Nothing wrong with lower power levels and smaller stakes.

Turns out giving a Protagonist the Villains power that is designed to be OP because you couldn't think of a decent way for him to win, makes writing possible threats really shitty and annoying.

But then how do you introduce Josuke?

Just have him get a phone call/letter or a Speedwagon lawyer showing up. The inheritance plot thread goes basically nowhere until Joseph shows up anyway and once the baby shows up its dropped again pretty much.

Dang, we found Araki's succesor boys, now we need to wait for him to grow old and retire so you can take the reigns!

How many things in part 4 go nowhere?

Almost everything. Almost half the part is basically padding with someone making stand users even though all he wanted was to steal money.

I think he was intentionally holding back to let Josuke learn how to handle himself, I could be wrong though

Ballbearing technique he taught Josuke in this fight was imporant in the Josuke vs Kira fight.

He was shot and he really risked to die though.

Jotaro actually killed Rat #1 on his own. His hand got melted in the process but that's just because he grabbed the bullet out of curiosity. Rat #2 only shot him because he exposed himself as bait to allow Josuke to kill it.

Still needed Josuke's help. Give it up, jojo is not about powerlevels.
