Tooru is just a generic MOTW villain. He's literally in the process of being defeated right now and the part isn't close to being over.

Destiny = Tooru wins
Flow = path of destiny
Pursuit = disruption of flow
Disruption = calamity

In thematic terms, basically, Gappy's got to "overcome" his "cursed destiny", but in the proper, courageous Joestar way that Pucci talked about. It's the same stuff expressed in JoJolion's first chapter. I think he'll do it with the power of faith via Jesus, and receive the power Valentine coveted through the corpse. It'll be Giorno--Requiem tier.

Also cool to mention, w/r/t Pucci, that Dio said it's important for ascending into heaven to be completely submitted to the will of God. Whether Dio and Pucci were right about whatever they heck they were on about isn't important: the key is that, in a way, they're talking about someone dedicated and loyal to 'flow': 'heaven favors those who flow, therefore heaven favors me, Pucci'; 'you cannot go against the flow without incurring calamity'; 'in order to fight your destiny (i.e. your curses), you have to pursue against destiny, and pursuit means death'. The Joestars always break their curses and win however because they are limitlessly determined and resolved, which is why Pucci said 'the Joestar bloodline must be overcome!'. So long as Gappy remains determined and in-faith, Tooru can't win.

Alternatively fate wants the Joestar bloodline erased on a metaphysical level. A result of Pucci desires infusing into a new reality. This is the actual cause of all their Bizarre Adventures. Reality wants them gone, they're an error and Hamon, Stands, Technique is their anti virus

Interesting! That 'fate wanting them gone on a metaphysical level' could be the 'curse' that Jojolion refers to.
