It's a matter of perspective, and to Quinella who fused herself with what was essentially a data management system she thought about it in a logical manner.
Rath can go fuck themselves, and thus nobody is allowed to break their limiters and give them reason to try and extract any cubes.
However, the typical human as a result cannot hope to defeat the things within the Dark Territory and nobles are mostly shitheads who'd try and stab her in the back if they were given any sort of actual power.
Thus she enlisted the resident cucklord into creating a code that keeps anyone from awakening and a set of rules that are tied to it but also designed in such a way to keep the majority of nobility dumb, arrogant and complacent.
Then when anyone she deems worthy breaks one of the codes or proves themselves strong enough that she deems them important to keep from usurping her she makes them into an integrity knight, but this still isn't quite enough power to deal with potential unpredictable elements
Thus taking half the population and converting them into mechanized soldiers to support her knights.
Dark Territory defeated, Rath eating a dick and the Human Empire remains under her status quo.
