I blame SOA and isekai in general. It made way too much money for its own good and now almost every anime that doesn't have a well funded studio behind it takes shortcuts and puts out safe, by the numbers shit in order to stay in the black.

Survivorship bias, basically.
Whenever there comparisons are drawn, they end up comparing some of the best shot from some of the best shows of an entire decade, with whatever random current show they choose. That ignores the fact that a huge percentage of old anime doesn't look good either, both in terms of art and animation.
In this case I do agree with the OP though, the general composition of the second pic looks bland and uninspired in general.
I just don't see the point of making a remake of a (not even that popular) franchise this old, just to make a worse product, even if we judge the old one by today's standards, it feels like they're scrapping the bottom of the barrel just to find a fantasy novel to adapt.
