Seeing this I thought I'd post my thoughts about Uiharu again.
So I've been thinking about Uiharu since the chapter came out. Aside from the part with her and Shirai going through Judgement training, we know effectively nothing about her before the start of the manga. We know nothing of her parents or family. She acts somewhat suspiciously. I say this because her computer skills are inexplicable, she hides her ability from most people despite it being unremarkable, and she avoids any questions about the flower headband one way or another. She has very little reason to hide her ability, the only things that I can think of are to not alienate Saten or because she might think it is too unremarkable to bother telling anyone about it. As for her headband, she might just like the flowers but if that were the case she would probably just say that.
Because we know mostly nothing about her family or past, it might be possible that she was actually a child error. If this is the case it could be that she was subjected to some experiment that has to do with the flower headband. Maybe scientists wanted to develop a power not reliant on genetic potential or whatever factor leads to powerful espers. If the headband is some sort of parasitic entity it would also explain her relative physical weakness, as it would feed off her energy. Certainly she eats enough for more than her small frame. She is always eating large sweets and such.

I mean she's a lvl 1, and if the current arc is anything to go buy she's not really holding back. Her power is to weak to get anything but pity out of Kuroko or Mikoto (maybe not pity but they won't be impressed) and Saten as a lvl 0 would just be jealous.

Thinking about it now, Kinuhata was lucky that she was defending a different facility than the one which Mikoto attacked back in Railgun S, otherwise the latter would have recognized her and things would have gotten ugly pretty quick.
Also this all but confirms that the scenario in Slient Party (where Mikoto runs into both Mugino and Frenda) is definitely non-canon for sure; considering the fact that Saiai straight up knew that Mugino would straight up get into bloodbath mode the moment Mikoto came into view, the Slient Party scene where Mugino is like: 'Tch, what an pain' and doesn't really care about the latter's presence would definitely be not possible for sure. Or maybe Mugino didn't want to make a scene in public, but who knows.
