Yes it was announced already, but we haven't heard anything else since then (Feb. 2019), probably because of what happened with KyoAni.

A KyoAni employee said a month ago that they resumed production on a TV anime, so it is very likely that he was referring to this.
Miku Kadowaki is in charge of character design, as in the first season.
The spinoffs are more fun than the original at this point.

Hopefully they'll assign a great director to work on this project.
I just can't get excited for a second season, not with the director gone and knowsing what's left in the manga could ruin what made the first season so good

They probably had months worth of work done before the fire (scripts/storyboards or layouts at least) under Takemoto's direction. Some of the people who also participated in the direction of season 1 would be the best candidates to pick up the baton.
