If Neji turned his Byakugan back on it wouldn't have worked since she would have seen where Naruto was. Naruto was relying on Neji's sense of superiority in that the loser Naruto was destined to lose to make the bluff work.

Even without it, Neji's point of view was still kinda right because it's true. A Hyuga's fate was predetermined, you either live a glory life as a member of the main branch, or serve them as the side branch. And in fact this treatment isn't really exclusive to Hyuga's but let's not dig too deep into it.
Naruto's whole speach about "you can become anything you want to be" doesn't really solve the problem of this fucked up clan. Yes Neji could decide on his own to simply not give a damn about it, but this problem remains. Unless Neji decides to become the new leader and establish new rules where everyone can live happily together? But that sounds a little to far stretched.
