How does rebasing work? What even is it? You periodically get more AMPL for holding AMPL? Is it staked or locked up somehow?

AMPL is a known scam.

The algo is always trying to get the price per token to $1. Every day it takes a snapshot of the current value, and then works out a revaluation that, in 10 equal daily steps, would get the token price to $1. It does not remember past adjustments.

At 10PM EST, it then devalues the token by that percentage, while simultaneously increasing all wallet balances by exactly the same percentage. That's the rebase.
