They both felt real love towards Shinji (heaven knows why). Asuka only convinced herself she liked Kaji because of her mental problems equating that to being a "grown-up". Part of her coldness towards Shinji came from the fact she was experiencing a real, childhood affection instead of a made-up adult one. The other part came from the fact Shinji's a limpdicked faggot who wouldn't even kiss her back (and just layed there like a corpse while they had sex in ep 15). Asuka felt real love towards Shinji, not because she had much reason to but because that's what children do - they fall in love with other kids for no good reason.

The whole point of Evangelion was Anno telling Shinji (past him) to stop pitying himself so much and take steps to fix his mental problems, even if he prefers being depressed and sad all the time about everything to the painstaking process of self-improvement. His problems aren't something he should accept, they're something he should fix.
Choosing to love Rei/Kaworu/Instrumentality is Shinji staying the numb, pathetic sad sack he is. Choosing to love Asuka on Earth is making the first agonising step towards self-improvement.
The whole point of Evangelion was Anno telling Shinji (and you) to love yourself and be good to yourself, because only then can you work on the path to self-improvement. The final scene of the Anime literally ends with Shinji making the steps to loving himself.
Asuka is the one who forces Shinji into insecurity and self-hatred, he enters instrumentality right after choking her out of anger. However Rei and Kaworu are the ones who convince Shinji to leave instrumentality, because they represent hope and love in his heart - the things he loved about life and the good parts that outweighed the bad.
Reminder that it is Kaworu in episode 24 who tells Shinji to stop running away and work on his flaws by showing him love, whereas Asuka kept forcing him deeper and deeper into a corner by making him hate himself even more.

She hated seeing him succeed, and laughed when he got sucked into Leliel because she wanted him to fail so he wouldn't threat her ego of being the best. "Loving yourself" is just the counterpoint to Shinji's fatal flaw: being depressed and self-loathing. The last 2 episodes that everyone always criticises were an exercise in making Shinji realise that not only does this cause all the problems in his life, but causes problems in other's lives aswell and that he needs to improve on these. "Loving himself" is part of Shinji's path to becoming a better person, not staying who he already is.

In EoE, who is it who guides Shinji out of instrumentality? Rei, Yui, and Kaworu. They're the ones there talking to him to leave and embrace reality. Not Asuka. Asuka spent the entire series running away from reality and embracing escapism by putting all her self-worth into piloting the Eva. Asuka is a warning for the audience, she is what happens to people who choose escapism over reality. Asuka is what you SHOULDN'T be.
You are right OP. Rei is as noble as it gets, her feelings are pure and she's unable to feel anything that's not born out of kindness and empathy. That's why she protected him several times during the series and then guides him out of instrumentality.
You could make a valid point for Kaworu too but not Asuka.

Kaworu is an angel, he's able to show love unconditionally for humanity because he's a Jesus-like figure in the show.
The original Kaworu was a well-written character. The question asked here was who loved Shinji, not anything else. Him choosing Shinji and his kind (Lilim) over his own kind (angels) shows that his affections for him were real.
However I think that the character whose affections and feelings were more noble and honest is still Rei.

Yes, Rei came to care for Shinji because he first took the initiative in caring for her. After suffering a life of abuse at Gendo's hands and being convinced she was replaceable and worthless, her relationship with Shinji ended up proving otherwise. This is why she rejects Gendo and gives Shinji the helm over instrumentality in the movie.
Shinji earned the favor of Lilith (Rei) and (Adam) over Seele and Gendo who were trying to control them.

Violent, sexual, a satanic ritual overdose with all the mystic symbolism you'd ever want, the possibly greatest apocalypse in movie history. It's beautiful. But does it have another reason to exist?
Yeah, but it was a great movie nonetheless so I'm happy they made it. And in many ways it answered most of the doubts regarding the plot that fans had, without retconning the beautiful message EoTV gave, so I'm fine with EoE.
