I guess this begs the question, what do visuals mean to you? Because while Utena's full to the brim of striking imagery and great storyboarding, it's pretty rough in the movement department.

This is a good question. Some people might value smooth movement and high-level animation when talking about visuals, but for me, it's more about the use of colors, camera angles, lights and shadows, use of "artistic" designs and stuff. Not that I'm an expert, nor do I know what I'm talking about, but that's about it.

For instance, pic related had very good visual direction in my opinion and it certainly did improve the storytelling. You don't always need to be visually striking and different to have good visuals. I appreciate solid visuals that contribute to the plot too.
