Imagine the animators hanging themselves trying to make it. They'd need a good algorithm to filter their shit else the workload would outright fucking kill a few people. All those little points... no the fuck way.

You have to have reasonably competent animation in the first place, but: Basically design an algorithm that specifically captures the coloration of particular parts of an animation frame.
From there you only have to determine the size of the "pointelation," the extent of diffuse color relative to other points or within the same point (how much variance you have in each "point," and how), and then the variance from the specific reference points in use (think the vertices in a grid, and how far from those vertices you would randomly establish a point).

Like not "easy," but easy enough that I can imagine how it could be done. You could scrape half of that code from other projects, I'm sure.

I don't either. I doubt it effectively lends itself to animation. Hard to keep it consistent, since it was all done by hand, and keeping it static would probably just make it jarring if something else in the shot was moving in a different style. Also the painters continuously painted on top of previous layers, so the technique becomes a hindrance in that.

It's possible but YKK has alot of close shots that would look weird with pointilism but Blame! is full of awesome shots that would work

This user is correct. Pointillism algos already exist. You use a traditional animation method of your choice and then filter. With a little trial and error and a touch of finesse on the baseline art, you'd get something you'd be happy with pretty easily.
That is not to say it would be exceedingly pleasing to watch, just by its nature. It might be interesting though.
