She was a good final villain. The whole series came down to Nardo wanting to fix the ninja world. Now what was the biggest problem of Ninjas? Chakra. If no Chakra exists there are no ninjas. And who was the originator of chakra? Kaguya. So defeating Kaguya is symbolic of fixing the worlds problems. Madara was also too weak by the point he had used Infinite Tsukuyomi and wasn't a big threat any longer.

Naruto was fun but it wasn't good. I can name at least one truly top tier arc from every "good" shonen. Namek, Dark Tournament, Enies Lobby, etc. I followed Naruto for a long fucking time starting in middle school but looking back, I can't point to a single truly great arc of Naruto. The closest is Pain but the ending of that arc ruined that one too and sent the series spiraling off of a cliff as a whole.
