So far I haven't learned much about Pucci from where I'm at in part 6 but I think all the villains in the anime get better as the parts go on
Dio Brando worst, kind of boring and regular
Kars, same as Dio Brando but I like how insane he is so he's a bit better
DIO is calm, composed, and psychotic so that's awesome
Kira is next on my scale of coolness because he is unique and gives me the chills
Diavolo is probably my favorite character because he's Kira amped up to 100 and his speeches are cool, King Crimson is cool, Doppio is cool, literally everything about Diavolo is great

Diavolo is actually a great villain in a vacuum. The problem is that because Part 5's story and plot structure is so awful, Diavolo never has a chance to be used properly. I mean, the final "battle" has him hiding in the background while the heroes forget he exists and focus on SCR instead. Anybody would look like a terrible villain if that happened to them.
I'd argue that Kars is actually so much more than he's on the surface. His entire reasoning to genocide his people was because they refused to move forward and live in the present. When Kars first made the stone mask, he tested it on himself rather than a slave or force it on someone. And when he presented a path for the future to his people, they turned on him.
If anything, I'd argue that Kars is one of the top tiers next to Kira and Valentine
funny > diavolo > pucci > kira > dio > kars
as far as main villains go he is by far the worst. Doppio was honestly a lot more compelling than he was.
Diavolo is one of the best because he's also the most personal.

He killed the most main characters and did it over the course of the whole story, so barring the Narancia one all the deaths had time to settle in.
DIO and Kira didn't kill anyone important, Pucci did it at the end. The only comparable villains are Whamm and Valentine.

No, that is a problem with King Crimson. It's an all-or-nothing Stand that either donuts or loses. There isn't any room for counterplay, as shown with Silver Chariot and the blood droplet trick.

he's literally a schizophrenic with two personalities so yes, he is insane. his motive makes no sense on purpose. Not saying that's good writing though, it definitely diminishes his character.
Even if you gave Diavolo a different power it would have the same problem if the story was the same.

He's actually not insane, because Doppio has a real soul. There's nothing wrong with Diavolo's brain.
