I don't know why people think this is up for debate. Her existence revolves around the archer card, aka Shiro archer. He's not black, nor is he okinawan, so she is neither of the two. He's just been through a lot, so when Kuro manifested, she took on his traits. There's no discussion to be had here.

In the case of Kuro, she's like this because of the archer card EMIYA, he sort of turned into that skin colour after he used his power too much or something and since kuro is defined by that card she inherits the trait.
